How Wisconsin regulators 'tax' renewable energy

Commentary: How Wisconsin regulators ‘tax’ renewable energy

Starting next January, the price of purchasing renewable energy voluntarily through monthly utility bills will spike to all-time highs, thanks to recent decisions rendered by the Public Service Commission of Wisconsin (PSCW) on two popular “green pricing” programs.

The thousands of Madison Gas & Electric (MGE) customers participating in the utility’s Green Power Tomorrow program will see their premiums jump from 2.5 cents/kWh to 4 cents/kWh. That’s an increase of 60 percent. To translate this into dollars and cents, an average MGE customer consuming 500 kWh of electricity per month and subscribing at the 100 percent level will pay $90 more in 2013 for the same amount of renewable kWh sold this year.

Residential customers of Milwaukee-based We Energies (WE) will see an even larger percentage increase next year. In that utility’s rate case, the PSCW jacked up the premium paid by Energy for Tomorrow subscribers by nearly 73 percent, from 1.39 cents to 2.4 cents/kWh. Energy for Tomorrow has more than 20,000 subscribers.

Back in 1999, the year both programs were launched, MGE and WE customers paid an extra 3.33 cents and 2.04 cents/kWh, respectively, for the renewable energy they sponsored. Come January 1st, MGE and WE will likely share the dubious distinction of being the only utilities in the country offering renewable energy at a higher rate than they did in the 1990’s. So much for progress.

Adding insult to injury, renewable program subscribers will be subject to general rate increases approved by the PSCW this November. The utilities sought higher rates to recover the costs of retrofitting older coal-fired power stations with modern pollution controls. The fact that the renewable generators leveraged by program participants will never need pollution control retrofits is wholly disregarded in determining the size of the premium.

This is unquestionably a subsidy that flows from program participants to all ratepayers.

How did this happen?
Since 1999, renewable generation costs have tumbled, while productivity has improved.
A frustrated program subscriber might well ask: If base utility rates are going up, and the cost of renewable electricity is declining, why are premiums going up instead of down?

The short answer is that wholesale electricity prices have sagged in recent years, owing to a combination of unsustainably low natural gas prices, stagnant demand, and rapid expansion of wind power displacing higher-cost generation. In contrast, the price of renewable energy procured under long-term contracts held steady. When prices dropped in the wholesale market beginning in late 2008, the gap between system energy and renewable sources widened.

Though accurate, the above explanation is deeply unsatisfying, because the wholesale “market” is concerned about one thing only: the marginal cost of producing electricity into the grid. Nothing else matters, including the expenditures approved by the PSCW to reduce emissions from older generators. Even though retail customers wind up footing the bill for those upgrades, the wholesale market does not treat pollution control retrofits as marginal costs. Not one cent paid by ratepayers for these expenditures is reflected in the prices that renewable generators compete against.

The net effect of this disconnect is to artificially suppress the price of electricity from older and dirtier generators relative to newer and cleaner electricity producers. Real markets factor in the cost of upgrading and replacing capital equipment that manufacture the product bought by customers. What we have instead is an artificial contrivance that sacrifices long-term considerations like clean air, resource diversity and regulatory risk for the short-term reward of low prices.

Indeed, it would be difficult to design a more punitive market structure for renewables than the one we have at present.

‘Swimming up a waterfall’
Pricing renewable energy against a market operating in real time also undermines a valuable attribute of renewable energy, namely its inherent price stability. In this environment, the only way a customer can directly benefit from a fixed-price energy source like solar is to self-generate at his or her premises to reduce consumption of grid-supplied electricity.

In setting the premium size, the PSCW relied on pricing data at a time when the regional wholesale market was near its cyclical bottom. Electricity prices are now edging upward as forward prices of natural gas have rebounded from historic lows earlier this year. It’s a safe bet that wholesale electricity prices will continue to increase in 2013.

This sets up the very real possibility that WE and MGE will collect more revenue than is necessary to cover the cost spread between system energy and the renewable energy supplies servicing their customers. Unfortunately, the next time the base premium for each utility can be adjusted is January 1, 2015.

For at least a century now, fossil fuels have been the default resource option for most utilities. Against this institutional bias, switching to renewable energy is akin to swimming upstream. But given how far backward the PSCW bent to accommodate utilities’ continued reliance on coal and natural gas, quite a few renewable energy subscribers may balk at the prospect of swimming up a waterfall.

In fairness to MGE and WE, the price hikes approved by the PSCW went well beyond the incremental increases proposed by the two utilities. That’s because the agency relies solely on the wholesale “market” metric described above that filters out all societal benefits from the equation. To the agency, renewables are another source of electrons that deserve no special consideration. And, in reaching its decision, the PSCW disregarded the potential impact that abrupt price hikes might have on customer participation.

Programs outliving their usefulness?
A significant loss in subscribership would be a regrettable outcome if the programs were still viable vehicles for leveraging new sources of renewable energy. Sadly, that is no longer the case.

Earlier this decade, WE and MGE pulled the plug on a popular feature of their programs, specifically the special solar energy buyback rates that were funded with participant dollars. This innovation, which spurred the installation of hundreds of solar electric systems in their territories, succeeded in elevating MGE and WE’s stature while achieving the aims of their participating customers. However, when the utilities eliminated their solar incentives, they also removed the principal rationale for subscribing to their programs.

It seems quite clear that the current crop of voluntary renewable energy programs have outlived their usefulness. They are stagnating under a market structure that distorts and amplifies their true costs as well as a regulatory climate that greatly discounts their benefits to ratepayers. What were once dynamic vehicles for increasing supplies of renewable energy are now little more than feel-good marketing exercises running on autopilot. The value proposition to customers just isn’t there anymore.

There is nothing out there to prevent utilities from revitalizing their green pricing programs and making them useful once again. Such an undertaking, however, would require them to do something they haven’t done before: present an affirmative case for adding more renewables into their energy mix.

To do that effectively, utilities would need to recognize that the fossil energy path leads to a dead-end and that renewables ought to be the default resource option going forward. From that starting point, designing a program in which modest customer premiums actually result in additional supplies of renewable energy should be a simple and straightforward exercise.

It’s the very least a responsible utility should do to reduce the impact of generating electricity on the one planet we are privileged to call home.

SEIA released its annual public poll examining what likely voters think about solar, and the results are resounding: American voters love solar. The poll found that more than nine out of 10 (92 percent) of likely voters feel that the U.S. should develop and use more solar energy.

This support was strong across the political spectrum with 84 percent of Republicans, 95 percent of independents, and 98 percent of Democrats agreeing. And that's not all -- voters want the government to do more to foster and grow the solar industry, including providing federal and state financial incentives.

India's Blackout Lesson: Coal Failed, Small Solar = Big Results

Of course they still have to face the problems they have inherited from trying to copy/paste a centralized grid from the West. So what can they do to solve peak problems with the grid they already have in place? Deploy lots and lots of distributed solar and efficiency.

That's because, unlike coal, solar for the most part is available when you need it - during peak hours. Which is why it's great to see States like Gujarat taking the lead in roof top solar programs with the support of the IFC. And efficiency makes the peaks smaller so you need less power in the first place.

The irony here of course is that distributed generation has always been ignored as trivial compared to the real need for a large scale 'modern grid.' That’s because policymakers and commentators lack the imagination to understand the fact that when aggregated, small can be very, very big.

Take the hidden truth behind India's modern grid (as my colleague Jigar Shah points out): it is actually already a distributed system that is largely powered by filthy, costly diesel gen sets. That’s because power outages are so frequent that businesses and wealthy individuals have been forced to pay for this backup generation to ensure power. This is a tremendous opportunity for companies seeking targeted diesel replacement strategies to save people and companies tremendous amounts of money, while providing reliable power.

Red Eye Brewing includes solar hot water to meet sustainability goals

Energy groups oppose bill to undermine Wisconsin's renewable energy commitment

Central Waters Brewing gains recognition for renewable energy and sustainability

AMHERST -- Green beer can be quite common during St. Patrick's Day -- but the owners of Central Waters Brewing Co. had a different kind of green in mind when they began 13 years ago.

Central Waters was recognized for those green practices Friday as the Wisconsin Department of Natural Resources named the company to its Green Tier program, which celebrates environmentally friendly businesses in Wisconsin. It is the first brewery in the state to be added to the program.

The DNR presented the business with a plaque and welcomed it to the program in front of about 50 people at the brewery in Amherst.

Entry into the program came after an application and a public comment period in which residents could say whether they thought the brewery should be added to the program.

Not a single person said it shouldn't be added, co-owner Anello Mollica said.

The facility runs on radiant floor heat, and water is heated by 1,000 square feet of solar panels.

"It's a steep upfront ticket, but the payoff is remarkable," said Paul Graham, Central Waters co-owner.

Focus offers competitive grants to businesses for large renewable energy projects

(March 11, 2011) – Today, Focus on Energy, Wisconsin utilities’ statewide program for energy efficiency and renewable energy, announced that businesses can compete for incentives for large renewable energy systems. The Large Renewable Energy System Competitive Incentives allow Wisconsin businesses and organizations to apply for funds to help implement large renewable energy systems.

Businesses can receive an incentive of up to 30 percent of the project costs to complete a renewable energy project that is well-researched, documented, and justified. Eligible, large-scale renewable energy systems may include: solar electric, solar hot-water, wind electric, biomass energy, and anaerobic digestion (biogas).

“Renewable energy technology offers businesses deeper energy cost savings after energy efficiency measures are implemented.” said Ken Williams, Focus on Energy’s business programs director. “Focus’ large renewable energy competitive incentives help businesses defray some of the upfront investment cost of a renewable energy system, resulting in a quicker payback."

Any type of business, school, government entity, agribusiness, and apartments/condo facilities can apply for a Focus competitive incentive. The application and details are available online at focusonenergy.com/competitive_incentives. Applications are due by April 30, 2011.

Wausau vies for 600 solar jobs

A California-based energy company is interested in building a manufacturing plant in the Wausau area, adding about 600 jobs in a part of the economy that was especially hit hard by the recession.

W Solar Group, which will move its headquarters to Dane County this year, has narrowed its search for where to build its plant to several Wisconsin cities. A company spokesman said Wausau has several factors that make it appealing.

"It's a very good spot as it relates to a supply chain, geography, transportation," said Evan Zeppos, spokesman for W Solar Group. "It has a well-known reputation for having a good work force, and it's certainly very high on the quality-of-life scale."

W Solar has not finalized where it will build the manufacturing plant, and Zeppos declined to provide a list of cities Wausau is up against. Local officials, however, said Eau Claire is Wausau's biggest competition.
W Solar, founded in 2009 in Chatsworth, Calif., has an efficient technology that lets it produce solar panels on a large scale at a lower cost than its competitors.

If W Solar ultimately selects the Wausau area, the jobs could provide a huge boost to Marathon County's manufacturing sector, which has lost about 2,500 of its 17,700 jobs since December 2007, according to state data.

Solar panel company to bring 600 jobs to Wisconsin, possibly Wausau

W Solar Group, a privately owned company with technology for manufacturing solar panels, said it will move to Wisconsin and set up its corporate headquarters and a separate research and development center in Dane County. No specific locations were given in the announcement Thursday by Gov. Jim Doyle’s office.

The state Department of Commerce will provide up to $28 million in enterprise zone tax credits for the Chatsworth, Calif., company, which says it plans to invest more than $300 million in facilities in Wisconsin and create more than 600 jobs by 2015.

“W Solar Group was attracted to Wisconsin early in our search for a project location,” said Chris Hamrin, president and chief executive officer. “We are impressed with the high-quality work force, extensive supply chain and the commitment to producing world-class products.”

Established in 2009, W Solar has fewer than 20 employees, and all are involved in research and development, company spokesman Evan Zeppos said.

Plans call for opening the headquarters and research and development operations in the first half of 2011 and starting manufacturing in 2012.

Hamrin said the company is still considering sites for the headquarters, research and development center and manufacturing plant. A search online produced a location for the company in Wausau. Zeppos said Wausau is “one of several possibilities for manufacturing.” He said the bulk of the company’s jobs will be in production.

Amherst's Artha Bed and Breakfast earns green recognition from state

AMHERST -- Since 1971, Marguerite Ramlow and her husband, Bob, have renovated their rural property seven miles south of the village of Amherst, making it more sustainable and eco-friendly with every step.

And since they opened Artha Bed and Breakfast almost four years ago, that process has accelerated.

Solar panels provide electricity and heat water. The wood paneling comes from maple trees felled in a windstorm. Even the sheets, towels and cleaning products are organic.

"We want to show people they can live sustainably and be very comfortable," said Marguerite, who, along with Bob, runs the Artha Sustainable Living Center, which includes the bed and breakfast.

This week, the couple were rewarded for their commitment. Artha, 9784 County Road K, was named honorable mention on a list of the top "eco-elegant" B&Bs by the Wisconsin Department of Tourism.

The department's Travel Green program showcases top destinations for ecotourism, and being featured so prominently should be a boon to an already sound business.

"Just having our name out there will make people aware there is a place like this nearby," Marguerite said.

A blurb by Travel Green describing the center mentioned the renovated farmhouse, solar heat and other information the center offers B&B guests.

"Guests come for the hands-on workshops and retreats on solar water heating, gardening and yoga," the blurb states.

Open house of solar homes and businesses, Oct. 2

Visit homes and businesses around the state to see renewable energy up close. In addition to showcasing solar and wind power, houses will feature energy efficiency, green building techniques, and sustainable living ideas. The Wisconsin solar tours are part of the National Solar Tours of the American Solar Energy Society that are happening in states across the country on the same day.

Stevens Point's environmentalism impresses visitors from Russia

As visitors from Stevens Point's Russian sister city, Rostov Veliky, leave today, they'll take with them a message of environmentalism.

That was the focus of a weeklong stay for Rostov Veliky Mayor Yuri Aleksandrovitch Boiko and four others as they traveled through Stevens Point.

Boiko said Stevens Point could serve as a good example of environmental consciousness for Rostov Veliky.

"The one thing that is really unique is the way Stevens Point residents respect nature, the way they relate to the environment," Boiko said through an interpreter. "What is really cool is that everyone seems to care about nature, from the young and old."

The Rostov Veliky delegation met with various groups related to the environment, including Trout Unlimited, a number of farms, a lake management roundtable and a watershed group from the University of Wisconsin-Stevens Point.

Boiko said he will take a number of environmental ideas back to Rostov Veliky. Of the 14 he listed in his journal, Boiko mentioned installing a solar panel at Liberty Park, buying an electric car for Rostov Veliky's stadium and creating an environmental youth group that would focus on Nero Lake.

Children's museum will have solar panels for power and education

The front design for the Central Wisconsin Children's Museum new site at 1100 Main St. will blend in with the surrounding older buildings.

On Wednesday, the Stevens Point Historic Preservation/Design Review Commission approved the design by Arc Central, the architectural and design firm working on the renovations.

The Main Street front is part of an ongoing project to move the Children's Museum from the CenterPoint MarketPlace to its new location in what was called "The Connection." Because it is in the Main Street Historic District, the Main Street side of the building needed to be approved by the city commission.
Jim Lucas, project designer with Arc Central, said the idea was to "capture the flavor of downtown."

The museum's front also will have solar panels to collect light for the museum. The museum will sell back the excess energy to Wisconsin Public Service.

The museum will use the panels to teach children about alternative energy in a hands-on manner.

Solar panels gain popularity

When Doug Petznick's roof needed to be replaced last year, he invested $14,000 in the project -- about twice the average cost for a new roof. But thanks to federal and state green energy rebates, Petznick will end up paying only half of that amount for his solar electric roof.

Petznick is one of five Marshfield homeowners who have installed solar electric panels in the past year. He chose photovoltaic panels, which convert sunlight into energy, both to save money in the long term and to reduce his family's carbon footprint.

He already was considering installing a metal roof when he arrived at Kulp's of Stratford and learned the company offers solar electric metal roofing, Petznick said.

John Maggitti, solar specialist at Kulp's, said the roofing and insulation company has been offering photovoltaic panels for about a year, since customers started asking about them two years ago.

Since last year, Kulp's has installed about 12 photovoltaic roofs statewide and has six more projects pending, Maggitti said.

The panels are an investment that offers an average 6.5 percent return after 15 years, Maggitti said. The systems last about 25 years, so homeowners can expect 10 years of profit on the investment.

"People are acutely aware that the cost of energy is rising, and there's no indication that the cost of energy is going to come down anytime in the future," Maggitti said.

Petznick said he saw an immediate change in his electric bill as a result of his installation, and he now pays about one-third less each month.

Local brew pub goes solar

It takes about 500 gallons of hot water to brew a batch of beer at Red Eye Brewery and Restaurant. Soon, that water will get its heat from the sky. Once installed, 10 solar collectors will soak up the sun's rays, mix them with water down through 6 tanks, and come out piping hot and ready to use. Red Eye will be the first Wisconsin brew pub to heat water with solar energy.

"We use a large amount of water in the brewing process and we thought that was how we could utilize the sun the greatest and get the biggest and best payback," said Brew Master Kevin Eichelberger."

And he added, the payback is substantial. The project is funded through a combination of loans and federal green energy grants. Eichelberger said the solar power should pay for itself in about 5 years. That's not to mention the environmental payback.

"We've calculated the equivalent carbon footprint to being equivalent of driving a car about 8,500 miles," Eichelberger said. "So we'll be reducing our carbon footprint by that amount."

Going green is nothing new for the restaurant. Owners said they've always used recycled plastic for to-go containers and utensils. And they donate all used grain from the brewery to an area farmer.
